I was wondering if Vampire attacks can occur in Solstheim or are they just confined to Skyrim.

Can't say for sure, but my guess is Skyrim only, considering the new ingredients from Dawnguard are incompatible with Hearthfire, and I don't think you can build a home in Solstheim either. I don't think any of the DLC really interact with one another, which is a shame.
