Dawnguard didn't add new spouses. All three housecarls added in Hearhfire are marriagable. Dragonborn added one male and two female marriage candidates: a blacksmith and a warrior initially found in Bujold's Retreat and a smith's apprentice from the Skaal village.

There's no new marriage options in Dawnguard, thought the queue of people wanting to marry Serana is miles long. There's exactly three new marriage options in Dragonborn- all Nords.
