I'd say it depends on your class, and how good you are, the official level is 10, but I once started it at level 3, and made it through albeit with some more struggling than normal :P

Warrior classes are universally good, but Mage classes, don't really get good spells until later levels. It also takes a while for a Sneak characters to become some what good.

I started at level 14 with a necromancer and didn't find it too bad, but I had Adept level spells. If you dive right in at level 10 I'm sure it would be fine. I was playing on Master and was okay.

Well, when I get the DLC, I plan to create a Wood Elf, use Faendal to get his Archery to 50, and then jump right into Dawnguard.

I sart DG at lvl 25ish, after I deal with Alduin, I like getting the MQ out of the way so I can spend higher levels exploring and doing side quests, slay dragons and all that good stuff.

My suggestion is around level 20.
At 10 you're too squishy...

DG starts when you hit lelvel 10 if you want it or not , the first few missions aren't too hard , and i just continued my skyrim main quest and do the DG quests in beween when i happen to be in the neighberhood, you still lelve up pretty quicky , and doesn't seem to be a real issue , except for those damn falmers
