Question on Character development and a suggestion

I am not sure if the Devs actually read this forums but here goes.

How is character development going to be balanced? This is an issue that sort of plagued world of warcraft for quite some time, so much so that the entire talent system has been rework so players had to actually make meaningful choices.

Can perks or other customisation points be refunded? Characters reset? With the current gaming crowed I fear that "sub-optimal" builds would be frowned upon, and "elitists" might give players a bad time due to how they customise their character, this in turn would also affect how encounters are tuned for dungeons, would they be low enough so players with sub optimal build could clear them, and alienate players that wants a challenge who have optimal builds? Or tune them to optimal builds and create a rift between the "hardcoe" and "casual" gamers?

Now for the suggestion, can we for the love of god have an ID system for each account? Like battle net did with starcraft 2, that way 2 or more players could have the same character name, please.

I'm not familiar with this system, could you be so kind as to explain? As for the other topics, I don't think we have any information surrounding that.

Each account is assigned a number, like for example my character name is "mike" and my account ID number is "555", someone else in the world who has an account ID number of "444" also likes the name mike and decides to use it for his character as well, because our ID number is different our names won't clash.

You know when you create new character on wow and you come up with a bad ass name only to realise it was taken, IT svckS.

When other players add you in to the friends list, they simply enter your account ID number, because that is always unique.

Oh, that's neat! From what I understand in TESO you need both a first name and surname. Maybe they'll allow you to show just your first name in chat + over your head and use your surname for invitations?
