It seems to me that as far as the overall Elder Scrolls lore is concerned your "avatar" lives more like a wanderer. So, instead of per-player housing, it would make more sense in TESO to maybe have your "guild hall" as a place to bunk for the night or store items you've picked up in your adventuring (or even customize to a certain point).
The real bread and butter would be your camping set. While you are out, you could set up camp (in the persistent world as we would know it) anywhere a certain distance from any road (20+ feet or something). This camp would be a place where your group could join you for trading around a campfire or just preparing for a raid or something. Do what you like with your camp but the other part of the camp is the customization and the need to find firewood in order to have a fire even. Any other provisions (bed, food, tent, etc) would just be part of your set.
This idea opens the door for both the role playing and the not-so role playing players. If you don't want to do it, then don't. If you don't want to be social, then set up camp for yourself for rest, sorting through your loot, or what have you. Or just don't do it at all and wander around at night where its more dangerous (for those hardcoe players).
Of course all this is made up. it's all based on thoughts in my head which probably aren't even complete. At least I'm getting it started.
