I posted a similar question in the creation kit section however this one is much more general. Why does the blizzard spell only hurt hostile NPCS where as fire storm will hurt anyone? If I cast blizzard in town it just hits everyone but they don't want to kill me. It only does damage to them if I am already hostile and then cast the spell. How can I fix this?

they're nords....they walk thru blizzards everyday just to use the out house
