Would it be possible to build a gaming PC under $600 - $700 that could be better than the PCs linked below?

Yeah I finally have enough money to build a gaming rig and I want to set a budget of under $600 to $700. The thing is that my Dad wants me to buy a PC instead because he thinks it will be more "secure" in terms of reliability and warranty.

So for under $600 to $700 would I be able to build a gaming rig better than the PCs I linked? Because those are the PCs my Dad wants me to choose.

Yeah I'm planning on building a gaming rig with my friend that can play every game on max settings without any trouble which can also be easily upgradeable to keep up with the times.
