When complete the quest "Join the legion" you will receive the quest "The Jagged crown", but when I complete the quest(Join the legion)nothing happens, and Legate Rikke don't start a dialog for the new quest. This cause some troubles, I can't complete the civil war and the Alduin quests.
If you don't has complete the civil war, you can't complete "The Fallen".
I already try use console like "setstage","completequest","resetquest" but the bug still persist.
Somebody help me.

Has Your character sworn the Oath to the Empire for Tulius, and did You remember to clear the Bandits from the Fort, and get a Uniform from the Smith?

Yes, I already do this, but I can't receive new quets. (I have not imperial quests )
I already have a character in 81 with this quests complete, but this bug not happened before.
