So I'm playing Shadownrun on a SNES emulator and I'm having issues with learning the Negotiation skill.

You are supposed to talk to the Arena Guy, a topic for Negotiation is supposed to pop up.
Thing is, it never did for me. I fought through some arena matches, paid my way out of the place and now I've returned and I can't get him to talk about Negotiation at all. No matter what dialogue topic I ask about he just asks me "do want to fight, yes or no?"

Is it a bug? Can't I get it? Do I need to talk to someone else to get the Negotiation topic before I talk to him?
