Game will take place in 2nd Era...

Wasn't Tribunal at full power during that time? How do you fight a faction with 3 gods on their side? Even they are just false gods stealing power from the heart, still they have true divine powers, i don't see other 2 factions winning the fight without some Daedra lords' helping

dwarves would be alive. No it's second era. As for the tribunal, don't think they can afford to leave morrowind. Got to recharge they batteries every so often, and don't think they are even close to true god strength. Powerful sure, but not true gods.

Yes, it's the late 2nd era.

I'm a bit worried about the Dunmer and their Tribunal too, now even allied with all of Skyrim. I can't really see a bunch of half-elves, some orcs and the Redguards being on equal terms.

The Alliances at War informative video says that Almalexia is the key figure of the Dunmer in the Ebonheart Pact, being a brilliant and ruthless tactician. They don't make much mention of the others in the Tribunal, but I suspect Vivec and Sotha Sil are more concerned with Molag Bal's anchors of death rather than the throne itself (besides, Vivec has a little more personal reason to see Bal, if I do recall *wink wink*)

False gods as in beings that are gods, but cheated to be so.

If Cyrus couldn't beat Vivec, neither can you.
