Should leveling be scrapped?

I've kept my starting character because I haven't finished everything I want to do with her. Even using mostly my favorite skills, I use most skills at least sometimes in the appropriate circumstances. Unfortunately that means my skills and so levels have risen to 60. This is unfortunate in that it has reached the point where enemies aren't so much deadly dangers as harvestable resources. I really wish there was a way to freeze skills and so your level at whatever point you wish. I don't want to not be able to use a skill for fear of making that skill increase.

It would be even better if I could set the level the game thinks my character is at so I could choose the level of enemies that would spawn so even my 20 level character could get 50 level enemies. It would be a better option than setting the difficulty level that simply changes damage done and recieved without changing the types of enemies. Actually I'm not at all sure I like the whole concept of leveling. Instead of trying to fix it by trying something different each game maybe Beth should scrap the whole concept. I think I might like it better if Bethesda let players during character construction have a certain number of skill points you could assign as you want to create the type of character you want and your character would be fixed at that point. More a matter of inborn abilities rather than learned skills that can be increased with practice. Only magic, potions, or the gods could change these afterwards.
