Is it possible, via mod, utility, etc. to extract the current stats and completed quests from a character/save game and apply those to another (most likely new, clean) save?

I've got a save from launch with quite a bit accomplished but is behaving pretty erratically from hundreds of mods getting installed and uninstalled (not too carefully.) I was hoping there was a way to just extract my saves currently level, perks, etc. and accomplished/current quests and apply them to a fresh clean save.
