I have recently downloaded Oblivion from the Xbox Arcade as well as Purchased the Retail version of Skyrim. The issue is that I am located in France and thus it seems that the downloaded version of Oblivion (even though it was all in English on the description) is in French as well as with Skyrim purchased in a French store.

I would like to know if there is any possibility of downloading a language pack for any of them in order to get it in English once again (even just English subtitles would help if voice is not possible.

Unfortunately not. If you want to play the games in english, the best thing to do would be to import them from UK, from Amazon or Ebay or something.
