Question regarding leveling(!)

I havent purchased Dawnguard and Hearthfire.I play on Pc but i plan to buy them along with Dragonborn.I have completed about 80-90% of the quests in Skyrim(i dont count radiant quests).I havent explored non quest areas which means that i have plenty things to find but i have read most skill books including Oghma Infinium. Currently i am level 54.So i suppose that when i finish my exploration i am going to be around 60-65.This means that if i install the expansion now i will certainly reach level 81 without completing all my quests. As far as i know Beth will release one more big expansion.The question is:Should the max level be pushed up?And if this is done then how will this affect the skills and the perks?Because right now its too easy to reach the maximum level without finishing all the quests which is, as i see it, a miscalculation from the developers

Start a new character? I don't see how they can raise the level cap since at level 81 all your skills are at 100.

The http://skyrim.nexusmods.com/mods/1175 mod lets you level pretty well as high as you want :hehe:
