I don't know if its a glitch but this stone did not show up for me on my Cleansing the Stones quest. Also, when I go speak to the Shaman of the Skaal Village he makes mention of it still not being fixed. So instead of making him do whatever hes going to do I leave and go to this stone realizing I paid it no mind because it was never apart of the quest. Only thing is my shout does nothing to it. Could I only cleanse it while the quest was active? Or can I cleanse it at all?

Just listen to the Skaal. You don't need to ever even see that stone.
