Forts:
Forts will be taken by factions by war means or I heard (starving them out)
War means: you attack the forts with siege weapons and troops (players) after you control the fort your faction has to gather materials to fix broken down walls and buildings tell the walls are fixed enemy factions can simply walk in and the fort is more likely to be taken, (I heard the way to get materials is but purchasing or dungeons in the pvp area, as this may not be reliable don't take my word on that part) so why does this help smaller factions? Simple if your faction doesn't have the materials to make siege weapons such as catapults, then you can attack instantly after a faction takes a fort and secure it.
Starving them out: slower way to do this and may require a mass amount of troops to be successful as enemy reinforcements can come and wipe you out, this is a way for a few guilds to team up and take a fort for there faction without war machines, the way to do this I know not for sure but I hear by reliable sources that you cut of the forts food merchants that come over time tell your faction takes the fort (long but a reliable way to take forts)
Now the main question how does this help small factions?
It helps because cyrodil is such a large map and there are so many forts a faction cannot simply protect them all from the masses of players that will surly be on other factions, because lets be honest who wants to sit at a fort for hours on in watching for a sign of enemies and at that if there is then who will do that in large numbers large enough to hold a fort from the masses that wish to take it? Not many people.
So with this system it adds great stratigy to the game and doesn't allow for swarms of players on one faction to just control pvp and overwhelm everyone else
