Exactly.
I wouldn't mind if they kept them for guilds and the bounty ones, but only as a side, and only after you do all the real quests.

I agree, have them as mini guilds qeust, bounties and maybe helping the odd person out in town get an random item (e.g like that beer for the beggar) but main qeusts and side qeusts should be fixed from the start like in the fallout games ;)
