If I wanted something smithed or enchanted?

I mean, is that not what Smithies do, smith and improve things? So it should stand to reason that I would be able to pay one of these guys to improve my weapons and armors right? Could I not just bring the materials, pay some coin, and watch him do it?

Same for enchanting. Surely I could bring someone a soul gem and a bunch of money for them to enchant my ebony battleaxe. Why d I have to be the one that does it? I don't want to be a smith or an enchanter.
