So I've recently started a new character to do the imperial questline and had no problems until the end of "The Battle of Fort Dunstad." I finished the battle and reported back to Tulius and the quest is marked as complete but no new quest starts, the objective of "Reunification of Skyrim" becomes retake the rift but there is no quest marker. So I went to the rift Imperial camp and talked to Legate Rikke but she acts like I haven't taken over Fort Dunstad yet. I tried reloading previous saves, waiting in another location, going back to Tulius and talking about the war and nothing worked. I decided to just start the next quest with the console but typing "Setstage CWMission07 10" which seemed to work as I was able to do the quest "Compelling Quest" without issue until the end when I went back to Legate Rikke. When I talked to Hadvar the quest finished and I went back to Rikke and she said good job etc. but did not start the new quest with no new dialogue options. I tried to fix this again with the console but because the next quest is another battle for a fort quest which all have the same quest ID I can't find a way to start the quest. I've again also tried waiting in another location, going back to tulius, and reloading another save but no luck there either.

Any ideas on how i can get Rikke to start the next quest properly? I have not beaten the main quest and my friend told me I may be able to fix it possibly during a main quest involving the civil war, if anyone knows if this would work let me know but I'm trying to roleplay as a non-dragonborn character atm so preferably a real fix. Any suggestions are welcome.
