Does using staff increase skill?

If I use a Staff of Fireball, is that the same as casting the Fireball spell, will it increase my Destruction skill?

No, but I think the higher your destruction skill is, the more effective the staff becomes. Or something like that.

Not that I know of. However, the higher skill in the school of magic that the staff's power belongs to will increase the number of uses you get out of the staff.

Nope.
Destruction skill only affects the number of charges before the staff is drained and you have to recharge it. Higher skill equals more charges. :)
