Pretty confused now. certain mods causing huge performance i

Okay, i've been messing around for a couple hours now trying to figure out which mod(s) have been causing freezes/choppyness/stuttering. This might be a bit long, bear with me.

I have about 60 mods enabled, threw on about 10 to 20 at at time to see if my saves would load up. Once I got running around I realized that it would be okay for about a few seconds to a minute if I was lucky, then get really choppy and sometimes even freeze completely for several seconds. The game was pretty much unplayable, especially outside.

So I took off all mods and tried it out. Now it was running very smooth and didn't seem to get choppy at all even when running for extended periods outside.

So I activated a few more, and not any graphical ones either. Just quests and weapons and gameplay mods...I got to the point where I had them all back on except my offical DLC high res texture pack. At this point It was a bit choppier, but it didn't seem too bad (Though I don't think I ran around quite enough to test)

However upon activating my high res texture pack it made it WAY WAY worse. Some parts if I stood still outside and wiggly the mouse it was freezing every second or two for multiple seconds, it was awful.

So then I took off all mods EXCEPT the 2 high res texture packs. Surprisingly, the performance wasn't bad at all. Then I added a few more mods and once again it got pretty bad.
So yeah. I'm pretty confused. About 7 -8 months ago I had all these mods working together fine. Any idea what I should do?

Lastly, I should mention I was just ticking and unticking the checkbox in the plugins tab of NMM. I thought this would work fine for activating and deactivating mods and for the most part it did, but I found with mods such as SMIM and WATER they would still show up even if their ESP was unchecked.
