Perks in NPCs via Magic Effects

For the player yes, you are right. Sorry I did not make that clear. But I never make player only features (try not to anyway).

Several of us combat moders have been trying all kinds of work around, but the function ADDPERK and all the ways to add a perk dynamically to an NPC actor is broken.
I apply Perks with Magic Effects that are attached to Spells which I then attach to NPCs attached to Aliases.
