Lag after entering exterior from interior

Hello everyone,

I'm new on these forums, so: Hi! Nice to meet you all! I'm hoping you can help me with a problem that's been bothering me for the past few months.

I love TES. I've been playing them since Morrowind, since I was like 11  I absolutely adore the games and their lore and I'm so in love with the entire atmosphere and play style. RPG's are really my thing! A month or so before Skyrim came out, I decided to upgrade my PC dramatically. It was barely able to run oblivion on full specs, but right now it's running every new game smoothly. I'll give you my specs after I've written about my problem..

So! When I got Skyrim, I played through the entire game. Without mods. When I got bored of the vanilla game, I started adding mods, using the Nexus site to look them up. This all went fine and dandy and of course, I sometimes ran into trouble, but I managed to fix it myself soon enough. I've used the Nvidia tweaking guide and made Skyrim look even better. I was so happy with how everything turned out! But then I encountered lag after playing a while.

I noticed something weird. I started Skyrim, loaded a game, ran around for a while, entered an interior (house etc) and got back out and.. boom, lag. It's not massive, but it's enough lag to really discourage me to play it, it makes aiming and looking around a pain in the behind. I reload an earlier save, went in a house, got back out; same issue. I tried turning off some mods, didn't work either. Tried turning off all mods. Nothing! Still the same problem. I even reset the SkyrimPrefs.ini and played without mods, without SKSE, without the edited SkyrimPrefs: Still lag.. Started a whole new game, no change.

I've been trying to fix this problem for over a few months now and it's really starting to annoy me, I cannot pinpoint the problem. :/ Even with everything 'vanilla' it doesn't work. I can try to reinstall skyrim but downloading takes forever, so I haven't tried that yet (where I live I get about 100 Kb/s or 300 if I'm lucky).

Am I overlooking something? I really feel like I tried everything.
