There's definitely a mercenary for hire in the Retching Netch, Raven Rock - a Dunmer spellsword - and a Skaal who you take on as a companion during one of the quests in the main questline - a Nord warrior by the name of Frea. Not sure of any others.

Humans? Yes. But no horses, as far as I can tell.
