I currently have 18 dragon souls. How many do I need to be able to use the shout "bend Will" for the main quest on solstheim. Miraak or however you spell his name keeps stealing my souls and its a bit frustrating.

You only need 3.

You need three souls? Just like every single shout in the entire game, & both of it's expansions so far.
When has it ever been more than three souls?

Then why cant I use the shourt?

Im on the "Fate of Skaal" quest where I ahve to use it on the wind stone but I cant it says I need dragon souls. I have 18 already. In fact theres a bunch of shouts I cant use.

Do I have to advance in the vanilla main quest?

Have you pressed the x button to purchase the shouts?
