Apparently this quest is initiated when you either talk to Wulf Wild-Blood in Skaal Village where you then need to find Torklid and kill him or when you stumble upon Torklid first, kill him and bring a note to Wulf. I have not found Torklid BUT the peculiar thing is Wulf Wild-Blood is no where to be found. He's not in Skaal Village or anywhere or around it. I picked the lock on is house and he's not in his house either. My fear is he was killed when I cleansed the stone but I do not recall killing anyone by accident. If he was killed that would explain why he's not around and may be why I can't find Torklid anywhere. But again, I don't think he was killed. Any help? Thanks.

Solved. I went to the Wind Stone near Skaal and sure enough there was Wulf floating dead in the shallow pool of water. So either I killed him by accident in the fight after cleansing the stone or the monster did and thus I will never get this quest.
