I have done all of the needed quests for this one to be unlocked and have waited many in-game days for the quest to trigger. I think it could be that the woodcutter somehow died (presumably at the Wind Stone) which I do not remember happening at all. I cannot even find the woodcutter in Skaal Village. This is EXTREMELY annoying. I have 74/75 achievements, all skills maxed, etc. so this is pretty much the only thing left. Yet I cannot do it.

I have seen a lot of other problems with the quest. I really hope this is patched. Please.

You failing to save an NPC is not going to get patched, it is only an optional side quest, and they do not patch DLC anyway. You would have to restart the DLC from an old save or from a clean save, or start another character to get that one achievement.
