Last vigil?

I need help finding the location of the last vigil in skyrim. Can anyone tell me what pat of skyrim I should look?

It's part of the level 81 quest. It's in the rift. In the mountains. Icon is a campsite.

Frick... lvl 81 takes so much grinding.. I'm too ADD for the Ebony Warrior :(

How long does this take to occur? I've been playing in Mainland Skyrim now for over an hour and have not been approached by him. Someone told me Windhelm, and another Whiterun, both of which didn't show him.
