Did they add the "Water Breathing" Enchantment?

I just killed a Frost Dragon and he had a steel helmet of Water Breathing. I have never seen this enchantment randomly besides the DeathBrand Helmet. So is this new?

Yep.. it has been there since first release. Though admittedly it is kind of rare. I have had a couple of characters where I never came across it.
