Since the "Conjure Were-Bear" is under "Powers," does that mean we can Conjure a were-bear and then conjure something else from "Conjuration?"

I believe so. You have to use the Conjure Werebear spell first though, or else whatever you summoned first will simply perish. But using the Werebear power first should work.

I thought it uses a slot, like Durhneviir.

From my little series of tests, it works just like the Spectral Assassin power you obtain during the DarkBrotherhood questline, though the Werebear is not permanent.
