I used horzitanel and vertical power attacks with the sword to match the red lines. Aim the sword and do the power attacks to open the door

You would know this if you read the journal and noted the part about the sword discharging energy and experimenting with it like a clever gamer.

does any1 know if completing this quests changes anything in the town except for reactions from vendors? like is the economy actually better now?

I have used the power attacks, I managed that the patter at the sides of the door changed and the two energy ribbons are almost united at the top of the door, I have given power attacks at the door (at the line where the door should open) and nothing.... anyone? please?

You must angle the attacks so that the energy effect that comes from the blade hits the red lines on the door.
Use the power attack that gives an effect oriented in the same direction as the lines on the door.

Play the quest, you will find it sort of satifying. If you are on PC, it should be released to you guys soon; within the next couple of weeks.
