Requirements to access Solsteim?

I have a lightning mage that is really wanting to visit the area. However the character is completely separated from the main quest, never even getting it in the quest log. As such I am curious if it is possible to even go to the new land?

You just need to go to the Northern Maiden in the Windhelm docks and speak with Gjalund.
