The Empire's fate

I keep hearing about Talos saying the Empire is going to die, but what did he actually mean. Deities can be quite cryptic. I personally do not know what exactly he says so someone provide a link to it.

After that we can discuss in context to the game.

RULES:

1) NO CIVIL WAR! The war in Skyrim has no bearing on the meaning of what he said.

2) NO FLAMING! I want this thread to remain civil.

3) THIS is not a LORE thread besides what Wulf/Talos said in morrowind.

Edit: I would assume the Septim Empire?

According to people on the forums who played the who thing, Talos was talking about the Empire itself. Never mentioning any particular empire/dynasty.

That's probably what he's referring to. His line is dead the empire is slowly dieing shortly after. By skyrim's time the time of the empire's greatness is fading fast. A new era is on the horizon. no not 5e but an era where Tamriel doesn't have an empire that it once had. Course it means that all the provinces must choose sides to survive.

I assumed he was talking more about the Empire we knew, as in the one man being emperor. I would be okay with an "Empire" where the Elder council had all the power and there was no Emperor.

To me I think the empire itself or maybe the rluing body or both. All I know is that he believe something had to change, calling the empire old and saying about someting new should take its place. I believe that his opinion and not a fact or lets say foreshadowing,
