On the Dunmer of Windhelm and Taxes.

Hello. This topic has been primarily discussed to death and let me inform you that this is NOT a civil war thread. We will not discuss Ulfric, his right to the throne, or the Empire. I just want to talk about one little thing: The Dunmer of Windhlem.

It's long since been discussed that the Dunmer do not pay taxes. Every time I asked where the information came from I was led to the http://www.uesp.net/wiki/Skyrim:Decree_of_Monument displayed on Refugee's Rest. If there are any other sources, please inform me. However, Dragonborn revealed that the promise of the Jarls to the Dunmer people was not to those who would make their homes in Windhelm, but it was part of http://www.uesp.net/wiki/Dragonborn:Loading_Screens

The loading screen from the wiki:

"Untithed to any thane or hold, and self-governed, with free worship, with no compensation to Skyrim or the Empire except as writ in the Armistice of old wheresoever those might still apply, and henceforth let no Man or Mer say that the Sons and Daughters of Kyne are without mercy or honor." -Skyrim's Offer of Solstheim to Morrowind, 4E 16

So what does this mean? Are there any other sources saying the Dunmer do not pay taxes? If not, then the only one we thought we had was not.

Viola Giordano mentions a passing threat of trying to raise Revan Sadri's taxes for the mix-up with her ring, but she's hardly a totally credible source.

Actually, that would imply they do pay taxes. I think it's fair to say that they do.

Logically, if they don't not pay taxes, then they pay them. All the Windhelm Dunmer own property (or board with someone else -- the Atheron residence is large, but I'm pretty sure it's communal housing) and all are employed, so it seems reasonable that they are taxed.

I would assume living within the city walls they do, they (in an appartheid sence) are banished to the Grey Quarter, but although it is a slum, they own buisnesses, and anyone who knows the first thing about micro-economics will tell you, if you own property (especially if you own a buisiness) you pay taxes.
