A reason to return to "low level" areas?

Will the random encounters in game, if any, be scaled? Because I'm not going to do an encounter if its in a low level area that only low levels can do. I want a reason to return to old places i've been to. I played guild wars 2 for a bit, and when you return to a low level area, your character level is reduced which means you cant just go and kill every single mob you see with one hit.

SWTOR for example, i have never returned to any of the planets since i reached max level over a year ago, which means 99% of my gameplay, i have stood on the fleet (where raids, flashpoints, GTN (auction house) are). I may have returned to some of them to get datacrons, even though you can get them if your level is the same as the planets level.

I'm sorry if this has been asked before

Personally I'm not sure if player-level-scaling will be implemented, so I'll leave that answer to someone with better information than myself.

Hopefully though if the game continues the Elder Scrolls traditions of exploration and discovery, people will have reasons to travel to low-level areas simply for explanation. For example, for a long-time fan of the series such as myself, it doesnt matter if say, Necrom, is a lower level zone that I didnt have to go to. I've waited 3 games to see the rest of Morrowind, including Necrom, so I'll be heading there to quest, explore and discover regardless of the rewards.

Depends what you consider 'progressing your character' to be. I consider experiencing more of the story and seeing more of the world to be 'progression', even with the pretty bar going up with the nice 'ding' sound now and then. You're quite right though, potential issues could emerge if a large number of max-level characters are wandering around low-level zones killing all the mobs needed for quests. It's entirely possible though that Zenimax could implement some sort of scalable gold reward for completing quests at max level in lower-level zones.

Indeed, a potential idea could be just high level areas spread all over the place, say if a low level walks over the field from their starting area, they will encounter end game level mobs. Maybe that will bring higher levelled players to the area.

Could work, but the problem is that ambiguitiy regarding difficulty isnt always a good idea. Having low-level players accidently venture into dangerous zones and get killed without realising their mistake could easily result in a flood of annoyed players complaining about their repair bills (or whatever Zenimax decides to go with). In all likelyhood Zenimax is probably more likely to follow set-level areas with fairly linear paths of progression to cater to the MMO crowd. (Although as I say in the vid in my sig, this is exactly what I dont want :( )
