Is this HD DLC textures really HD?

Although I liked the initiative of bethesda in update the HD DLC pack, I felt cheated after having extracted the contents of the DLC with BSAopt, for 2 reasons:

1st - I saw that calling this a HD DLC texture pack is partially true, because a lot of the "new" textures are "exactly the same" as the vanilla game, textures have the same resolution and same file size, i mean, Beth put a lot of the same vanilla textures inside that pack.

2nd - A lot (not all) of the improved textures feels just like blurry upscaled versions of the vanilla textures, with almost no visual improvement in-game, but consuming 4x more Vram.

Im just guessing if they did this by mistake or are planning to improve these textures in a future update?!
Anyways, im really disapointed with this HD DLC.

Don't use it then if you don't see a difference.

Just because a texture has more detail does not mean it is going to look any better aesthetically.

The reason community textures look different is, well, they are made to look a bit different.
