Weather effects in skyrim and how it impacts buildings outsi

If you guys havent notice when your playing skyrim and your just exploring and enjoying the view, there are times where it starts to rain or snow, everytime I try to just get the feeling as if I was there and look for shelter inside a abandon shack or tent, the ones with no loading screen however I notice that rains and snow still go through...which its disappointing to me, I think I have seen in fable 2 and 3 where you can find shelter and it doesnt rain inside. so I am just wondering if it isnt possible in skyrim cause of the game size or did the developers thought it wasnt that important or did they maybe missed on the detail?

I am just hoping such a small but kind of entertaining feature (for me at least) can show up in future elder scrolls games.I know its not really important especially if you a player who runs everywhere,destroys, causing chaos wherever you go but if you also play or are a player who like the peace, the music, the adventure of looking the nature and environment while exploring secrets places and such then I am sure it can be a tranquil small feature. I guess I also like it cause in minecraft is rather nice, makes me feel the character is dry and warm in a matter of speak.

what do you guys think about this?

I know it did this very thing in Oblivion. I remember reading why this happens but I just don't remember what the reason for it was.
