is there a way to see the amount of skill XP a player has gained via Papyrus script?

I'm looking to write a small script that checks to see what kind of Shield is equipped (Light/Heavy) and if any Xp has been earned toward block. from there half the value (or quarter) and add it to Heavy/Light armor skill improvment

I'm pretty new to Papyrus, I have been on the CK wiki, But if there is a command to do this I cant seem to find it.
