Hardware issues or game issues?

Hi all!

When I'm playing Skyrim I can't seem to get a stable mix between fps/quality. At first I had alot of issues with the game ''stuttering'' when it went above 60 fps for even a millisecond, so I googled a fix and turning Vsync off seemed to help a bit but i'm still noticing the stuttering. Also it doesn't matter if i'm running the game at low or high the FPS will still be the same, i'm not using AA, AF or FXAA though. Here are my specs :
  • CPU : i5 3450 @ 3,1GHz (can't overclock due to mobo)
  • GPU : AMD 7770 2GB DDR5
  • MOBO : Asus P8H61-MLX
  • RAM : 8GB DDR3 Kingston RAM 1333
  • HDD : Seagate 320GB (don't know much about it)
Wish PC gaming these days would be easier.
Thanks for the help in advance!

If you turn V-Sync off, you need to cap the FPS at or below 60 for the game to function properly.
