So I have 160hrs on my toon and I have beaten the main quest, along with all of the dawnguard stuff, and all of the mages colleges quests; and after all of this, I have only faced about 8 dragons. Is this normal?

I have fast traveled everywhere in the game; in fact this morning i just fast travel from one place to the next hoping to trigger a dragon attack, but to no avail. I have also put the game on "master" difficulty, nothing. And all the dragons I have faced at the walls will not give me anymore souls.

Is my game broken? It is on the 360. Should i request a refund from bethesda for the game? I mean why put all of these cool shouts if you can NEVER find and kill dragons for their souls. or is there a way to farm souls quickly?
