Why Dawnguard Last? : V

Anyone else think it's a little fishy that Dawnguard was the first DLC and Beth had a lot of problems getting it to work on the PS3 and they are releasing it last? It's like they are trying to sell Dragonborn and Hearthfire first before the real problematic DLC hits.
