Nope!
Nothing was mentioned about that. There are no dragon borns, and they'd have to add a wholllle lot of stuff to other races if they get thu'um so it'd be highly unlikely unless they give it to every race.

Not only nords would be able to do that, since everyone could be DragonBorn.

But no. That won't happen.

You can not have dragonshouts in this game. They have said it wont be in the game, dragonborns are far and few between. No shouts, check the most recent Q/A and the Elder Scrolls Online Wiki.

You don't have to be Dragonborn to shout. None of the Greybeards are Dragonborn, and neither is Ulfric Stormcloak.

The thu'um is an ancient nordic ability, much like the Sword-Singers for Redguards. Just wondering whether each race was going to have it's own personal ability. Guess not though, that svcks.

It's not Skyrim Online. I doubt they would have the way of the voice though other MMO's do have warrior or battle shouts. Iam not sure what TESO will implement.

It's possible to Shout even without the Way of the Voice or dragonblood - in fact, a lot of Nord history is rarely spoken of simply for the inconvenience of having to put all the furniture right afterwards. Not to mention Cyrus once flew to the moon on a sailing ship with a Nord woman who could shout artillery out of the air.

But that's likely to remain the domain of esoteric lore rather than anything concrete within the game, because outside of Skyrim the ability is incredibly abstract, and the power variances are significant. In the same story that has Cyrus flying to the moon, Tiber Septim giggles an entire platoon of soldiers to death.

Granted, that's Tiber, so he's a bit above and beyond your standard Voice-user, but still.
