I think its from the hd textures but my fps is good
anything to help with stutter?

If I remember correctly this is from a lack of VRAM. As you look around the game has to load more textures into your VRAM, which is full, so it swaps them out, causing stuttering. However your CPU and the GPU itself are fine, ergo good framerates.

any suggestions?

I believe skyrim has no stutter remover
or that use over 2 gigs of ram problem
