I really don't know if many of you guys know about this or not, but I only just found this interview which is pretty... Hidden.

Dragons may, make an appearance somehow in Elder Scrolls Online. Rich Lamber (Lead Content Designer) used the words “Yet”, “When they show up” and “We have some plans”. When the interviewer then said “To put dragons in the game” to reconfirm his statement, the developer said “potentially, yes”.
