Switch-Race rumor

To start off, I would like to say I'm new here, so hi. :smile:

A week or so ago, my friend told me that he had let his cousin derp around in Skyrim, and that he had found an "Invisible man" In Whiterun that offered to let him change his race. I was wondering if this was true, or my friend has just woven an enticing tale. He said that if you do change your race, you go back to level five, but keep all your , armor, weapons, items, and gold. He said that all your perks remain intact after you re-invest a point into the tree. I don't think its true personally, but if it is that would be cool.
My current (and first) Character is a Nord, but I have invested in all the stealth trees so a Khajiit would be more suited to my character.

This is very untrue on the xbox.

But if this was on pc, prehaps a mod enabled it?

My friend plays on PS3, but i doubt that makes a difference.
