Bend Will and Dragon Aspect shouts : V

So for the dragon aspect shout, i have unlocked the first two. One i got in the story, one i got in the raven rock mine. And I unlocked the first word of bend will from the story.

My question is, because i have not beat the story yet, when you get the other words for Aspect and Bend Will, do you need dragon souls to unlock them? Or is it similar to when you get Unrelenting Force, Clear Skys, and Call of Valor?

Well... I know killing Miraak gets you a bunch of souls. I got like 6 myself. Someone got 33...

dang.. i only got 16.

and to the OP, have ya gone back to the dragon guarded word walls? or tried fast traveling between Dawnstar and Karthwasten (i have like a 75% chance or greater to get one in each of those if i do it)
