The DLC which would really tie everything together

The one thing I constantly find myself missing, the one biggest thing that for me would really complete the game package, is a large metropolitan type city, in OB we had the Imperial City, in MW we had Mournhold, but in Skyrim it feels like we have at best a medium large city in solitude (which is hardly a metropolitan style city, its not bunched enough), 2 or 3 medium cities in winterhold, whiterun and maybe riften and the rest feels small to medium small

just a nice big city where there is an apartment block housing situation for the middle class, a shanty town for the poor, rich people have large grouped condos filled with expensive goods, some grand palace, a large open air market with surrounding shops, maybe a temple section, maybe a garden/park area, maybe an old school guild area with respective proper guilds (mages, thieves and whatever iteration the warriors guild is), possibly a sprawling sewer area for enemy encounters, and last but not least, a crapton of NPC's to fill out the city, maybe double or more the solitude NPC's (with closed off city sections so running such a thing wouldnt overload consoles/ weaker PC's), be it a revisit to the Imperial city, a visit to blacklight or a city in high rock/hammerfell

obviously beth probably has the final DLC(s) planned, but this would be my one wish and what I would add to the game if I just had to pick one thing

I like the idea of Blacklight, but Solstheim seems to be enough Morrowind for now.

Orsinium is actually on the top of my list for next DLC.

Stros M'Kai could work, too?

That's not really what would tie everything together, IMO. A fitting conclusion to Skyrim (or as close to a conclusion as a TES game gets ;)) would be the crowning of a High King, and seeing the nation start to get back on its feet. I can live without a big city, but it'd be a real shame if Bethesda missed the chance to expand on Nordic culture and tie up some loose ends.

I just want to kill the Thalmor. I don't think a big metropolitan city really fits the kind of place Skyrim is.
