I believe it does according to the wiki http://elderscrolls.wikia.com/wiki/Stalhrim however it may glitch out and not allow you to automatically mining it meaning you have to bash the deposit with your pickaxe. Apparently it refills every 30-35 days. Yet if you get too close to it you will reset the timer so be careful!
