The temptation of mods has got the best of me and I am buying/building a gameing PC. What all do I need to consider? I want to run OBLIVION AND SKYRIM on max settings with mods. Here is the information I'm starting with. I have about $1000 to spend

Windows 7 or 8?
2 optical audio outs-1 for seat shakers and 1 for Gameing headset
3 to 4 total hdmi-Do these go both in and out?
Multiple USB plugs 3 to 4
bluray player
CD/DVD +-RW
Liquid cooling
At least 3 ghz processor
High end NVIDIA GeForce graphics card
Total memory size on gaming pcs is around 8 GB
500W power?
Any help is appreciated
