Skyrim now unplayable (well kinda)

I have never had to report an issue in a forum before as I can usually find a recent post or fix on my own however this has become unbearable. I have owned Skyrim for many many months and have never had a single issue with the game whatsoever, however recently been finding these "glitches" suddenly start occrring. The glitches started as wolves/deers dancing in the distance and unable to attack at range, then the animals started dropping from great heights... this i can "deal" with I guess as I have seen other comment on this although do not think i should have to. But the straw that has currently broke the back is every single npc house/tavern/store/anything i enter object eplode from their locations and constantly ratlle. This is annoying. Ithe two things I have recently changed coinciding with this is add the Bethesda high res packs and download Dragonborn (this is a steam purchase) I have unselected these two in the DATA options of the game but it has done nothing.

Please any help would be amazing and although I do not have a tonne of time into the game it is still one of my favourites out and I will not play as it is right now.

My comp is good and new... but never finished nothing new added hardware wise except a new ASUS VG248QE 144hz monitor...

Main Processor(CPU) - Intel i5-3570K 4.0GHz
Memory - 16.0 GB @1600
Graphics Card (GPU) - Gigabyte GTX 670 2Gb
Video Driver - Current Version 314.07 (just updated today from the previous recent driver)
Operating System - Windows 7 64 bit

If you have V-Sync turned off, turn it back on. The game physics don't like extremely high framerates.
